well i don't think its ever to early for the makeover idea (little girls always want to be older quicker), if you don't want a whole makeover you could put little nailpolish bottles in goodie bags and let them paint each others nails. There's also the idea of skating, you could move cars of of the garage and have a skating rink set up. there would be music playing and you could put refreshments in a corner. (this wouldn't work if there weren't enough skates though, you should ask everyone if they have some in advance)
another idea is a movie marathon, or just watch one movie. you might want to avoid truth or dare, it could lead to REALLY unruly things. ok i hope this helped!
